1. Acceptance of Terms

By accessing or using SIBCA services, including but not limited to certification applications, verification services, and website access, you agree to be bound by these Terms of Service. If you do not agree to these terms, please do not use our services.

2. Certification Terms

2.1 Eligibility

Certification is granted based on examination results and meeting all prerequisites. SIBCA reserves the right to reject applications without disclosure of reasons.

Minimum Requirements:

  • Level 1: Minimum 18 years of age, basic knowledge of cue sports
  • Level 2: Hold Level 1 certification for minimum 6 months, 50+ matches officiated
  • Level 3: Hold Level 2 certification for minimum 12 months, 20+ national tournament matches

2.2 Validity and Renewal

Biennial recertification required

2.3 Revocation of Certification

SIBCA may revoke certification for the following reasons:

  • Violations of the SIBCA Code of Conduct
  • Professional misconduct or breach of ethics
  • Failure to meet recertification requirements
  • Fraudulent application or misrepresentation
  • Criminal conviction involving dishonesty

3. Payment and Refund Policy

3.1 Examination Fees

3.2 Refund Policy

80%

Cancellation 30+ days before exam

Full refund minus administrative fee

Cancellation 15-29 days before exam

4. Code of Conduct

All certified referees must adhere to the SIBCA Code of Conduct, which emphasizes the following core principles:

5. Intellectual Property

All content on the SIBCA website, including but not limited to text, graphics, logos, rulebooks, certification materials, and examination content, is the exclusive property of SIBCA and protected by international copyright laws.

Restrictions:

  • βœ•Reproduction or distribution without written permission
  • βœ•Modification of official rules or certification materials
  • βœ•Commercial use of SIBCA branding or content
  • βœ•Misrepresentation of certification status

6. Limitation of Liability

SIBCA shall not be liable for any indirect, incidental, special, consequential, or punitive damages resulting from your use or inability to use our services.

Liability Cap:

Our total aggregate liability under these terms shall in no circumstances exceed the total fees paid by you to SIBCA in the preceding 12-month period.

7. Governing Law

These Terms of Service shall be governed by and construed in accordance with the laws of Singapore. Any disputes arising from these terms shall be resolved in the courts of Singapore.
